Skater levels

Ladies, I need help. I am a nationally certified coach, and hold a Bachelor's degree in human performance. I am also somewhat of a derby novice. So, I can hold my own when it comes to figuring out how to coach. But, when it comes to assigning skater levels after assessments...I'm baffled. I've heard other leagues break down their teams into levels, but I'm not really sure how to assign my girls to those levels. Are the levels nationally recognized? or do they vary from league to league??
